Housing Partners
The Southwest New Mexico Council of Governments (SWNMCOG) works to strengthen the places and people of Catron, Grant, Hidalgo, and Luna counties. Our programs support a safe transportation system, clean water, attainable housing, accessible outdoor places, and strong education systems. We are a nonprofit regional planning commission formed to provide project and grant management, grant writing, and technical assistance in the areas of economic business vitality and community development. We provide legislative assistance for our member municipalities, Head Start, primary K – 12 schools, our university system, soil and water conservation districts, and other special districts in the region. The Copper Collaborative is a regional partnership formed by the City of Bayard, the Town of Hurley, and the Village of Santa Clara, working in coordination with Freeport-McMoRan and regional partners such as the Southwest New Mexico Council of Governments (SWNMCOG), Southwest New Mexico Arts, Culture and Tourism. The Collaborative was established through a shared recognition that the Mining District communities face common challenges—including housing shortages, infrastructure limitations, and economic constraints—that are most effectively addressed through a unified, regional approach rather than independent efforts. By working together, the communities are able to align priorities, leverage funding opportunities, and implement projects that benefit the broader Mining District while maintaining each municipality’s individual identity.
